SAWS provides regional water and wastewater services in
the greater San Antonio area and operates a fleet of
more than 1,000 units. Our project for SAWS focuses on

fleet management information system (FMIS). Springfield
is the second most populous city in the state, outside
of the Chicago Metropolitan Area. To deliver services to
the residents of Springfield, the city operates a
diverse mixed fleet of approximately 1,200 vehicles and
pieces of equipment to deliver services to approximately
208,000 within the greater metropolitan area. |

comprehensive fleet program review for the City
of Norman, OK. The study will include an
assessment of fleet management practices such as
replacement planning, budgeting, and fleet utilization
in addition to all major components of the fleet
maintenance and repair operation. The city operates a
fleet of nearly 1,000 vehicles and pieces of equipment
that are maintained in single fleet maintenance shop. |

Mercury was recently awarded a contract with St.
Louis Metropolitan Sewer District to assist
with the implementation of a new fleet management
information system module. The organization provides
wastewater and storm water management services to
approximately 1.4 million people over a 535-square mile
service area. The 950 unit fleet is maintained and
managed by the Fleet Management Division at two shops in
the St. Louis area. The project will focus on
re-engineering business processes to align with best
management practices. Specific tasks include
configuration and implementation of a new fleet
management information system module to support the
fleet program. Mercury will also train employees on the
use and application of the system. |

The City of Baltimore Water and
Wastewater Bureau (BWW), a municipal utility serving 1.8
million customers in the Baltimore metropolitan area,
commissions Mercury Associates, Inc. to conduct a fleet
modernization business case analysis. Before committing
to participating in a city-wide fleet modernization
program that will see a three-fold increase in fleet
replacement spending to some $30 million per year, BWW
asked Mercury to quantify the impact that modernization
would have on the total cost of ownership of its
1,100-unit fleet. Mercury will employ its replacement
planning and cost analysis program CARCAP™, along with a
number of regression models developed using historical
maintenance cost and fuel consumption data, to quantify
the reduction in fleet operating costs and increase in
vehicle residual values that would result from an
increase in replacement spending on, and a reduction in
the age of, the BWW fleet. |

Stueve Siegel Hanson LLP of Kansas City,
Fleming & Fell PC of San Diego, and
Sebris, Busto, James of Seattle have
all retained Paul to serve as an expert on vehicle cost
determination in lawsuits seeking compensation for the
under reimbursement of delivery drivers and couriers who
use their personally owned vehicles on their employers’
behalf. His role is to quantify all of the fixed and
variable costs associated with making deliveries in
personal vehicles – in as many as 40 different
geographic areas and for as many as 8 different years –
and comparing these costs to the reimbursement amounts
actually received by drivers in order to determine the
extent to which reimbursement shortfalls occurred. |

Bexar County, TX retains Mercury Associates,

a feasibility study of propane and CNG for use in
BP Exploration (Alaska), Inc.’s North
Slope vehicle fleet operation, as well as to understand
and validate the compatibility and emission benefits of
propane and natural gas vehicles. The study includes
comparisons of capital asset replacement requirements to
determine the “break-even” point for when specific
vehicle classes should be replaced. BP Exploration
Alaska is an “upstream” business unit of the BP Amoco

Agreement (BPA) contract by the General Service
Administration’s (GSA) Office of Governmentwide Policy.

– The Jackson Health System, an independent arm of
Miami-Dade County, selects Mercury to develop a fleet
maintenance outsourcing solution for its fleet of
support vehicles. This project will include review of

enhance engine operation on domestic vehicles through
the use of proprietary software which can help increase

This contract, valued at $309,000 is the second housing

coordinates housing requirements for the USNS Richard
Byrd crew via a similar contract currently valued at

- Mercury awarded a contract to assist the U.S.
General Services Administration (GSA) with the
creation of an electronic tool to enable the right
sizing of its fleet. The effort is part of a
Federal-wide initiative known as a Vehicle Allocation
Methodology (VAM). The electronic tool will require
vehicle users to justify retention of low use vehicles,
or the addition of new vehicles, via a series of
questions whose answers automatically feed into the
electronic tool. The tool then uses proprietary
algorithms to determine whether the vehicle is approved,
and if so, what type of vehicle is recommended (an
automated vehicle selector). Mercury's contract is in
cooperation with Runzheimer International. |

Savings Analysis to compare costs and services of
household goods shipments contracted via the Centralized
Household Goods Traffic Management Program (CHAMP), the
Transportation, Delivery and Relocation Solutions
Schedule (TDRS), and other methods used by federal
agencies to contract for the shipment of household goods
(HHG). Mercury assisted in a similar assessment of
federal household goods programs two years ago. GSA
anticipates the program assessment will be required
annually; therefore, the current contract allows GSA to

ammunition to sustain U.S. forces worldwide during

64 vehicle fleet of passenger vans and buses. Mercury

the successful bidder. BAL owns and operates 43 senior
living communities in New England, which include living

Development exercised the option to continue its
contract with Mercury Associates to provide corporate
housing management services for DOL’s MBA Fellows and
Senior Executive Service Training Programs and other DOL

is the first of four potential option years for the
small business set-aside contract originally awarded to
Mercury in May 2006 and valued at $1.7 million if DOL

Mercury Associates to develop a request for quotation (RFQ)
for fleet management products and services for its US
and Canadian fleet operations. Founded in Switzerland in
1874, Schindler is the largest supplier of escalators
and the second largest manufacturer of elevators in the
world. The company operates a fleet of 2,800 vehicles in
the US, an equal number in Europe, and about 300 units
in Canada. Mercury will also assist Schindler in
evaluating proposals and negotiating a contract with one
or more successful bidders. |

the fleet industry. In 1996, ALLETE acquired the used
vehicle auction company ADESA, which ultimately grew

11,000 employees and a market capitalization of more
than $2.25 billion. ALLETE completed its divesture of
ADESA through a public offering and stock dividend
distribution in 2004. |
