equipment. The project includes an assessment of the
program’s competitiveness and the extent to which

12/5/04 - Mecklenburg County (Charlotte, NC) selects
Mercury to conduct a review of its fleet services
program, which covers 1,500 vehicles and pieces of
equipment. The engagement includes benchmarking costs
and staffing levels, conducting a best management
practices assessment, and recommending a performance
measurement system that aligns with established County
goals and objectives. |

11/30/04 - Coinmach Services Corporation selects
Mercury to develop a strategic business plan for its
1,500 unit fleet management program. Coinmach is the
largest laundry services company in the country and
operates 875,000 pieces of laundry equipment in
approximately 80,000 locations. |

South Carolina to conduct a comprehensive review of
its 17,000 unit fleet. The engagement includes a fleet
rightsizing analysis, a best practices assessment of six
separate major agency fleet programs, a consolidation

development of a fleet replacement plan, and development
of revised cost charge back rates. |

10/15/04 - Harris County, Texas (Houston) awards
contract to Mercury to provide a GPS solution and
hosting services to track vehicles and equipment. Harris
County is the third largest county in the US. |

10/7/04 - State of Michigan awards contract to
Mercury for in-depth evaluation and reengineering of
various fleet management practices. The study will focus
on the 8,200 vehicles managed by the Department of
Management and Budget, and will include assisting in the
development of one or more RFPs for full-service leasing
and fuel card services; determining how to best meet the
State’s fleet data processing and management information
needs; and evaluating the roles and responsibilities of
the central fleet management program in meeting State
agencies’ fleet needs. |

aimed at identifying opportunities to lower fleet
related costs by reducing the size of the State’s fleet,
which includes 7,000 vehicles and heavy equipment units

United States. |

States General
Services Administration to provide fleet management
consulting assistance in a number of areas. Projects
include development of a comprehensive training program
for federal fleet managers, creation of a web based
fleet management desk reference, and development of a
vehicle allocation methodology to assist federal
agencies in determining the appropriate size of their
fleets. |

9/24/04 - NASA’s Langley Research Center retains
Mercury Associates as part of a team to evaluate
alternative methods of meeting the transportation needs
of it 3,800-person workforce, including rental versus
ownership and lease versus purchase of vehicles.
Langley, located near Hampton, VA, leads NASA
initiatives in aviation safety, quiet aircraft
technology, small aircraft transportation and aerospace
vehicles system technology. It supports NASA space
programs with atmospheric research and technology
testing and development. |

Transit Authority of the St. Louis metropolitan area,
to conduct a fleet size and utilization study for its
support fleet. The project also includes developing of
an ongoing vehicle allocation policy and a vehicle
replacement methodology. METRO is one of the largest
transit operations in the United States. |

Administration (NASA) selects Mercury as
part of a team to develop a comprehensive interactive
Internet based Fleet Management Policy and Procedure
Manual that will serve as a model for other federal
agencies. |

9/1/04 - Hovensa, LLC, operator of one of the
world’s largest oil refineries producing 495,000
barrels-per-day in St Croix, Virgin Islands, retains
Mercury to conduct a fleet right sizing study. Hovensa, LLC,
is a joint venture of Amerada Hess and PDVSA. |

Mercury selected by the City of Seattle Public Utilities Department
to conduct a fleet management best practices review. The
project also includes analyzing fleet replacement
practices, developing the most advantageous ownership
and maintenance models, and optimizing the size and
composition of SPU’s 1,000 unit fleet. |

selects Mercury Associates to evaluate its fleet
replacement and facility capital improvement programs
and identify opportunities to improve their underlying
spending prioritization and budgeting methodologies.
VDOT is one of the nation’s largest state departments of
transportation with more than 10,000 rolling stock units
in its fleet and several hundred maintenance, fueling,
and other facilities. |

replacement planning program CARCAP™ and assist it in
evaluating alternative financing approaches for its

8/18/04 - The City of Columbus, Ohio selects
Mercury to conduct a best practices assessment of its
fleet management operations and to study the pros and
cons of developing a centralized approach to managing
its fleet. Columbus, which is the 15th largest city in
the country, operates a fleet with 6,500 vehicles. |

Carolina to explore the potential benefits of
switching from ownership of its light duty fleet to
leasing vehicles from private firms. The project, which
covers 4,900 vehicles and pieces of equipment, will also
include exploring the costs and benefits of outsourcing
maintenance, fuel activities, and other fleet management
services. |

Transportation Authority (LA MTA) extends its
contract with Mercury to conduct a cost of service
analysis for heavy maintenance activities at MTA's
Regional Rebuild Center. Results of the study will be
used as part of MTA's effort to institute a cost
charge-back system for support services activities. |

with Mercury to host fleet information system. Harris
County (Houston, Texas) is the third largest county in
the US. Precinct Two is the fifth vehicle and equipment
maintenance
agency in the County to use Mercury's enterprise asset

California to conduct a comprehensive review of its
vehicle and equipment fleet management program. The
project will emphasize the use of industry best

maintenance operation. The study includes an evaluation
of fleet maintenance services with specific emphasis on

NAFA's highest honor for his 20 years of contributions
to the fleet management profession. Chris is the
