Fleet Maintenance Outsourcing Consulting Services
Fleet maintenance outsourcing is a process in which an organization, like a
state or local government fleet operation, contracts with a vendor to provide
maintenance and repair services. The contract is usually structured such that
the vendor is responsible for providing preventative maintenance services for
the existing fleet for a fixed fee - this is often referred to as " in - scope
services ". The outsourcing vendor is typically paid a monthly fixed fee for the
" in - scope services ", which covers the cost of pre - negotiated preventative
maintenance schedules.
Any service or repair that is not defined in the contract as an " in - scope
service " is typically considered " out - of - scope ". The contract manager,
preferably a seasoned fleet manager, for the client organization authorizes any
" out - of - scope " services and repairs, which are performed by the
outsourcing vendor at a known fixed hourly rate. Often times the " out - of -
scope " services and repairs are based on fleet industry flat rates, which are
available from the Original Equipment Manufacturers.
New vehicles and equipment are added to the fleet, which requires the contract
manager to maintain an updated list of the fleet inventory. The active inventory
is usually maintained in a fleet information system that is jointly used by the
outsourcing vendor and the contract manager for the organization. The new
inventory is added a a pre - negotiated rate for types of equipment, which
provides the contract manager with the flexibility to adjust the fleet inventory
without significant gyrations or expense.
The decision to outsource a fleet is something that most people view as an all
or nothing process. In some cases this is true. However, as fleet consultants we
often find that many fleet operations are very efficient at specific services,
such as preventative maintenance. In such an instance an appropriate solution
may be a hybrid approach - outsourcing specific activities and services of a
fleet operation. Nonetheless, the choice of either outsourcing part or an entire
operation is not an easy one. It often times requires the review of an impartial
party that understands when an operation should be outsourced, how it should be
done, and the contractual pitfalls that can result in unforeseen charges and
financial liability.
