The FOCUS Program is a nationwide cooperative purchasing program that is sponsored by Merced County's Department of Business Economic Opportunities. The Program serves as a contractual vehicle for government agencies (i.e. state, local, Indian Tribal Nations, and Puerto Rico) and school districts to contract with vendors, like Mercury Associates, Inc., without a Request for Proposals (RFP) or bids.
