Procuring services through competitive proposals is an accepted way of assuring taxpayers in the public sector that they are receiving the best quality and performance at the lowest cost available in the market. Managed competition is the competitive arena for such proposals.

A managed competition is similar to bidding for outsourcing contracts, except that employees and departments of the contracting organization join with private contractors in bidding on the services under consideration.
