12/5/07 - The Hillsborough County,
Florida County Administrator engages
Mercury to assist in the conduct of a fleet
utilization and right sizing study and the
development of guidelines for the ongoing
management of fleet size, composition, and
utilization.
Hillsborough County's Fleet Management
Department provides vehicle and
equipment-related services to all County
departments. These services include, but are
not limited to, fleet acquisition and
disposal, preventive maintenance, vehicle
and equipment repairs, wrecker service,
motor pool management, and fuel sales. The
Fleet Management Department has sixty-seven
employees with five garages supporting a
diverse fleet of approximately 5,330 assets.
The fleet is valued at an estimated $90
million.
Located midway along the west coast of
Florida, Hillsborough County has 1,048
square miles of land and 24 square miles of
inland water area for a total of 1,072
square miles. The unincorporated area
encompasses 909 square miles, or more than
84 percent of the total county area.
Municipalities account for 163 square miles. |

Fleet and Motor Pool Utilization Review and
Rightsizing |
|
In
the fleet management business, periodic
utilization reviews and rightsizing studies
can pay for themselves many times over in
increased productivity and lower operating

costs, repair bills, and discretionary-trip

database with fleet inventory and
vehicle usage data, including
vehicle identification numbers,
odometer readings, users’ or user
agency or department names, and
hours in service. |

or disposal when usage appears to be
questionable or below minimum
thresholds for productivity. This
step includes determining exactly
how each vehicle is used, who uses
it, whether it is accessible to
other employees, where it is kept at
night, and transportation
alternatives for the vehicle’s

final disposition of the vehicles
deemed under-utilized. |

and rightsizing study ranks as one of the
